I. Project Objectives:The existing venue cannot meet the management and storage of archives, in order to better preserve vehicle management archives and achieve the integrity of the archives.

II. Procurement Organization Type:Public Tender

III. Project Overview:

1. Project Budget: 2.625 million yuan (including personnel salaries required for this project (overtime pay, various social insurance fees as stipulated by the Labor Contract Law, personnel accommodation and transportation, tools, office expenses), administrative office expenses, public facility maintenance costs, venue rental fees, and all related taxes and fees).

2. Service Content: This project aims to provide a unified management and storage space for approximately 11,529,941 existing motor vehicle archives and driver archives from the vehicle management office, and to properly handle the shelving and handover of archives.

3. Service Area: See service requirements and content.

4. Service Period: 18 months from the date of contract signing.

5. Service Location: Address provided in the bidding documents.

6. Bidder Qualification Requirements:

(1) Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;

(2) Not listed as a dishonest person subject to enforcement on the Credit China website (www.creditchina.gov.cn), not listed as a party involved in major tax violations on the China Government Procurement website (www.ccgp.gov.cn);

(3) No specific qualification requirements to meet government procurement policies.

(4) No specific qualification requirements for this project.

 

IV. Service Requirements and Content

1. The vehicle management office's motor vehicle archives and driver archives need to provide storage space for the archives and administrative office space, with costs included in this quotation.

2. There should be a fixed parking area for the convenience of parking vehicles for the purchaser, with costs included in the bid quotation.

3. Site area: no less than 6,000 square meters.

4. Service location: The service location provided in the winning bidder's bid documents.

5. During the service period, maintenance costs for public facilities shall be borne by the bidder, including daily maintenance and repair costs, elevator maintenance and annual inspection fees, water pump maintenance and repair costs, fire monitoring equipment maintenance and annual inspection fees.

6. The bidder shall ensure the safety of the rented property and is responsible for inspecting the property and its attachments. The bidder must respond within 5 minutes after receiving a maintenance call from the purchaser, arrive at the site within 1 hour, and complete repairs within 4 hours. If any loss is incurred by the purchaser or a third party due to delays in repairs caused by the bidder, the bidder shall be liable for compensation.

7. The bidder must notify the purchaser in writing ten days in advance before repairing the property and its attachments; the purchaser shall actively assist and cooperate. If any damage occurs to the property due to the bidder's failure to timely fulfill contractual repair and maintenance responsibilities, resulting in property loss or personal injury to the purchaser, the bidder shall bear compensation liability.

8. If damage occurs to the rented property and its equipment due to force majeure reasons, neither party shall be liable.

9. During the service period, if the bidder needs to transfer or mortgage the property, they must notify the purchaser two months in advance. Under equal conditions, the purchaser has priority rights to acquire it.

10. The bidder must sign a confidentiality agreement with the purchaser; at the same time, personnel involved in this project must separately sign a confidentiality agreement regarding project documents and data security.
