Bidding project for chemical drugs (sodium hypochlorite, sodium hydroxide, hydrochloric acid) in June and July 2021

1. Procurement Technical Requirements(Substantive requirements and conditions that are not allowed to deviate are highlighted in bold italics)

2. The scope of this procurement includes the supply, transportation, installation, maintenance, personnel training, and after-sales service of goods.

3. The procurement budget amount for this project: RMB Seven Hundred Ninety Thousand Yuan (￥: 790000.00), any final response quote exceeding the procurement budget or maximum price limit will be deemed an invalid response document. The maximum price limit for this project is 90% of the procurement budget amount. Except for special requirements, all goods procured must be provided according to standard functions and parameters. The supplied products must be brand new and qualified genuine products, and the manufacturer must provide a product warranty certificate. If the products are imported, relevant proof must be provided, and they must comply with national environmental protection and related quality standards.

4. Quality Requirements for Goods

Must comply with the 'Sanitary Standards for Drinking Water' (GB5750-2006) requirements. The consumable reagents for online instruments must be compatible with the instruments, and standard samples and consumable reagents for online instruments should be supplied as needed, ensuring they do not exceed their validity period. All drugs and standard samples must meet the requirements of Jiangsu Province's double random assessment and the assessment evaluation index system for urban water supply safety assurance in Jiangsu Province. All standard samples in Tables 1-3 and 1-4 must meet the standards noted.

The manufacturers of the provided standard solutions should have national standard material grading certificates and standard material/standard sample producer recognition certificates. The transportation of chemical reagents and consumables must comply with national laws and regulations as well as industry standards.

5. After-sales Service Requirements

(1) Free warranty for equipment for 1 year from the date of acceptance. During the warranty period, Party B shall implement a three-package policy on product quality; in case of faults caused by equipment configuration or manufacturing quality issues, Party B shall provide free repair or replacement within 24 hours, with all related costs borne by Party B.

(2) Technical support response time. General issues will receive telephone support within 2 hours; difficult or key issues will be resolved on-site within 2 days, with related costs during the warranty period borne by Party B; after the warranty period, Party B will charge cost fees.

In addition to the service requirements specified in this document, any after-sales service that the supplier can commit to should be detailed, and they are also responsible for providing free training for equipment maintenance or operation personnel to the purchaser. The repair response time is normal travel time plus 3 hours.

6. Delivery Time and Location

(1) To facilitate the purchaser's organization of production, all delivery times for goods must be determined after consultation; if necessary, shipments should be made in batches. The supplier must commit to a reasonable delivery time, delivering within 2 days after each batch order is confirmed by both parties; delays in delivery will incur certain economic penalties.

(2) Delivery location: Goods shall be delivered and unloaded by the supplier at the location designated by the purchaser, with all relevant documents (certificates of conformity, inspection reports, etc.) complete. The goods will be inspected by relevant personnel organized by the purchaser; any goods that do not pass inspection will be returned at the supplier's expense.

7. Payment Method

Each batch of goods supplied will be paid in full after initial on-site inspection upon entry into storage if no quality issues are found after being used for 10 days.
